Itanagar/Kohima/Aizawl, May 21 : Lending support to the voices of dissent over the Citizenship (Amendment) Bill, 2016, hundreds of student activists staged demonstrations today across three northeast states.
The apex bodies of students’ unions in Arunachal Pradesh, Mizoram, and Nagaland organised sit-ins this morning in their respective state capitals, demanding immediate scrapping of the proposed legislation.
The protesters also submitted memoranda to the governors in their states, seeking their intervention in the matter.
The Citizenship (Amendment) Bill, 2016 was introduced in the Lok Sabha to amend the Citizenship Act, 1955. A key amendment in the bill seeks to grant citizenship to persecuted minorities from Afghanistan, Bangladesh and Pakistan after six years of their residence in India.
In Itanagar, members of the All Arunachal Pradesh Students’ Union (AAPSU) said they would continue the stir till the time the government concedes to their demands.
AAPSU President Hawa Bagang said the Centre had no regard for the indigenous people of the region.
The AAPSU would organize more such democratic movements, under the aegis of Northeast Students’ Organization (NESO), in the interest of the indigenous people, Bawang asserted.
The Bangladeshi refugees, who have been residing illegally in our state, would be asked to leave, he said.
The NRC was recently updated in Assam to document the “bonafide Indian citizens” living in the state.
Urging the state government to work for the interest of the state, the AAPSU president also requested the Election Commission to delete all names of Chakma and Hajong refugees from the electoral rolls.
In Kohima, members of the Naga Students’ Federation (NSF) raised slogans against the central government for introducing the bill in the Lok Sabha.
The Northeast region should not be made a “dumping ground of illegal immigrants”, Imtiyapang Imsong, the vice president of the apex students’ body in Nagaland, told reporters.
“The continued and unabated influx of refugees and undocumented migrants from the neighbouring countries, especially Bangladesh, has threatened the existence of indigenous people,” he said.
Echoing similar sentiments, the Mizo Zirlai Pawl (MZP) in Kohima today urged the legislators of Mizoram to adopt a resolution to reject the Citizenship Amendment Bill, 2016.
The MZP also organised a rally in the state capital to register their protest over the proposed bill.
If the bill was passed by Parliament, it would mean that the lawmakers do not consider Mizoram an integral part of the country, MZP president L Ramdinliana Rent said while addressing the rally.
A 16-member Joint Parliamentary Committee, headed by BJP MP Rajendra Agarwal, had recently conducted public hearings in Guwahati, Silchar in Assam and Shillong in Meghalaya to gather opinion of the masses on the proposed bill.
New Delhi, May 21 : The National Crime Records Bureau (NCRB) is in the process of creating a national registry of crimes against women, its chief Ish Kumar said today, amid growing concern over incidents of sexual assaults.
The move comes against the backdrop of an around three-percent increase in crimes against women and a 12-percent rise in incidents of rape in 2016 as compared to 2015.
“The NCRB is in the process of creating a national registry of crimes against women. The records are being sourced from the Crime and Criminal Tracking Network and Systems (CCTNS), and an agency is being hired to prepare the database,” Kumar said at a seminar organised by the Bureau of Police Research and Development (BPR&D) here.
The NCRB functions under the administrative control of the Ministry of Home Affairs.
In 2015, as many as 34,651 cases of rape were registered. The number increased to 38,947 in 2016. Overall crimes against women rose from 3,29,243 in 2015 to 3,38,954 in 2016, according to the NCRB data.
A majority of cases categorised as crimes against women were reported under “cruelty by husband or his relatives” (32.6 per cent), followed by “assault on woman with intent to outrage her modesty” (25 per cent), “kidnapping and abduction of women” (19 per cent) and “rape” (11.5 per cent).

New Delhi, May 18 : The Supreme Court collegium has favoured “further deliberation” and “broad-based consideration” of names of Chief Justices of various high courts before sending its decision reiterating the elevation of Uttarakhand Chief Justice K M Joseph as a judge of the top court.
The resolution of the May 16 collegium meeting, uploaded on the apex court website today, stated that there was need for deliberation on bringing the judges from the high courts, which are not represented, to the Supreme Court.
“Today (May 16), in the meeting of the Collegium, a unanimous view was expressed that there should be further deliberation and broad-based consideration of the names of the Chief Justices as well as Judges of the High Courts which are at present not represented in the Supreme Court.
“In view of the above, the meeting stands deferred to be held at the earliest,” the resolution said.
Official sources on May 16 had said that the Collegium comprising Chief Justice Dipak Misra and four senior most judges — Justices J Chelameswar, Ranjan Gogoi, M B Lokur and Kurian Joseph, deliberated for more than an hour. This meeting was the second in five days.
Today was the last working day of Justice Chelameswar, who retires on June 22, as the court’s summer vacation starts tomorrow.
At its previous meeting on May 11, the Collegium had agreed in principle to reiterate its recommendation for elevating Justice Joseph as a judge of the apex court, almost three weeks after it was returned by the Centre, but could not decide on a date.
It had then adopted a resolution which also stated that there was a need for further discussion on the issue of sending the other names of judges to the Centre.
“The Chief Justice and other members of the Collegium have, on principle, unanimously agreed that the recommendation for appointment of Justice K M Joseph, Chief Justice, Uttarakhand High Court (Parent High Court: Kerala)as a Judge of the Supreme Court should be reiterated.
“However, the said reiteration should also be accompanied by the recommendation of the names of Chief Justices of High Courts for elevation as Judges of the Supreme Court, for which detailed discussion is required,” the resolution of May 11 had said.
It had also decided to consider the names of other High Court Judges for elevation as Judges of the Supreme Court.
Official sources said those high court judges who are in the race to be elevated to the apex court are Chief Justice of Madras High Court Indira Banerjee, who is originally from the Calcutta HC, Gujarat HC Chief Justice R Subhash Reddy, whose parent cadre is Telangana and Andhra Pradesh HC, and Karnataka High Court Chief Justice Dinesh Maheshwari, who is originally from Rajasthan HC.
The government had on April 26 returned the Collegium’s recommendation to elevate Justice Joseph seeking its reconsideration, saying the proposal was not in accordance with the top court’s parameters and there was adequate representation of Kerala in the higher judiciary from where he hails. It had also questioned his seniority for elevation as a judge of the apex court.
The Collegium has recommended the name of Additional Judge Justice Ramchandra Singh Jhala to be appointed as a permanent judge of the Rajasthan High Court.
“… the Collegium resolves to recommend, for the present, that Justice Ramchandra Singh Jhala, Additional Judge be appointed as Permanent Judge of the Rajasthan High Court against one of the existing vacancies,” its resolution had said.
